Helen Toner leads the Center for Security and Emerging Technology (CSET), a policy research organization within Georgetown University that provides policymakers with rigorous analysis of the security implications of AI, biotechnology, cybersecurity, advanced computing, and other technologies. Helen has written for Foreign Affairs, the Economist, TIME, and other outlets about U.S.-China competition and AI policy, as well as testifying before several Congressional committees. Helen holds an MA in Security Studies from Georgetown alongside a BSc in Chemical Engineering and a Diploma in Languages from the University of Melbourne.
